Colonies and Protectorates (other than
those of the Far East)..
(a).
19.12.
During 1913 and 1914 legislation
carrying out the requirements of the Hague Opium Convention of 1912 was, by instructions from the Secretary of State, prepared in all Colonies and
Protectorates except Ceylon, the Straits Settlements, the Federated Malay States, Hong Kong and Weihaiwel (as to which see section III below), and Cyprus,
where legislation adequate to meet the case was
already in existence, In the majority of cases
the local Ordinances contained a suspending clause
which provided that the Ordinance should not be
brought into effective force until a date to be
notified later by Proclamation or otherwise.
(b) Consequent upon the signing of the
Treaty of Versailles, clause 295 of which provides
for the bringing into force of the Hague Opium
Convention, the Secretary of State in January, 1920,
directed the officers Administering the Governments
of all the Colonies and Protectorates concerned to
issue the Proclamation or take the other necessary
steps required to make the local Ordinance effective.
This step has now been taken, in all cases and
legislation giving effect to the terms of the
Convention is now in force in the following Colonies
and Protectorates:-

British Guiana
British Honduras
Dominica
Falkland Islands
Mal ta
Gibraltar
Gambia
Gold Coast
Sierra Leone
